The Ministry of Home Affairs Proposes Electronic Social Insurance Book

The Ministry of Home Affairs has proposed adding regulations regarding the electronic social insurance book. According to the proposal, the electronic social insurance book will be issued by the Social Insurance Agency to each individual participating in the insurance system through an electronic platform.

This information was shared by the Ministry of Home Affairs while developing a draft decree on electronic transactions in the field of social insurance and the national social insurance database.



SIMPLIFYING PROCEDURES

The Ministry of Home Affairs stated that the draft decree will regulate the adjustment, reduction, and simplification of social insurance procedures from paper transactions to electronic transactions.

Accordingly, information used to carry out social insurance that is available on the individual's electronic identification account (VNeID) level 2, linked with the electronic social insurance book, will not require re-submission of paper documents for verification.

For documents that have been digitized or shared from national databases, as per regulations, citizens and businesses will not be required to provide them when carrying out administrative procedures related to social insurance.

Additionally, the draft also adjusts certain contents to align with practical implementation, such as reducing the processing time for the Social Insurance Agency when receiving requests to register, adjust information, or discontinue the use of electronic transaction methods in the social insurance field (from 3 working days to 2 working hours).

Furthermore, the draft adds provisions regarding the electronic social insurance book. The electronic social insurance book will be issued by the Social Insurance Agency to each individual participating in social insurance in the electronic environment.

The electronic social insurance book contains information similar to the paper version and is encoded according to legal regulations. The information in the electronic social insurance book includes: (1) Social insurance number; (2) Basic personal information such as: full name, date of birth, gender, nationality, identification number or passport number.

(3) Information about the social insurance payment process (payment duration, basis for payment, contribution rates to social insurance funds, and related details such as rank, position, job title, employer, workplace, etc.); (4) Information on the entitlement and resolution of social insurance benefits; (5) Other necessary information related to the payment and enjoyment of social insurance.

The electronic social insurance book is linked to the individual's electronic identification account (VNeID) level 2. The participant can use handheld electronic devices in the electronic environment to receive this book.

Additionally, the draft decree adjusts certain provisions regarding the national social insurance database to align with the restructuring of the administrative apparatus, such as: designating the Ministry of Finance as the managing body for the national social insurance database, instead of the Vietnam Social Insurance Agency; and the Ministry of Health, instead of the Ministry of Home Affairs (formerly the Ministry of Labor, Invalids, and Social Affairs), responsible for providing "social welfare information"...

CONTINUING TO IMPROVE THE NATIONAL SOCIAL INSURANCE DATABASE

The Ministry of Home Affairs stated that, recently, the implementation of electronic transactions in the social insurance field and the establishment and operation of the national social insurance database has been basically completed and maintained with stable operation.

For electronic transactions in the social insurance field, over 13,000 healthcare facilities nationwide are now connected to receive data on medical insurance payment transactions.

Currently, more than 621,000 businesses are engaged in electronic transactions with the Social Insurance Agency, with over 36 million electronic transaction accounts used to log into and use the VssID application (Digital Social Insurance), and over 5.5 million instances of using the health insurance card image on the VssID app for medical insurance procedures.

In collaboration with the Ministry of Public Security, the use of the VNeID account for logging into and using the VssID account has been deployed (with over 16.7 million uses of the VNeID account to log into the VssID app), offering citizens more options for accessing information, using health insurance cards, and accessing online public services for individuals via the VssID app.

Currently, 100% of administrative procedures eligible for electronic services from the Social Insurance Agency have been made available as full online public services. These services are provided across multiple platforms, including the Vietnam Social Insurance Public Service Portal, the National Public Service Portal, the VssID app, IVAN organizations, VNPOST, and more.

The Social Insurance Agency has ensured full and effective implementation of 7 public services and interlinked administrative procedures. Through these services, the entire social insurance sector has processed over 1.7 million applications entirely online. 100% of healthcare facilities have implemented health insurance services using chip-enabled citizen identification cards, ensuring access to health insurance card information using personal identification numbers or citizen identification cards.

More than 119 million successful inquiries for health insurance card information using personal identification numbers or citizen ID cards have been made, facilitating medical insurance procedures, reducing processing times, saving on health insurance card printing costs, and reducing administrative management expenses.

As of now, approximately 80% of social insurance beneficiaries in urban areas receive social insurance benefits and unemployment benefits via ATM cards.

Currently, the national social insurance database is actively being connected and shared with other national databases. The Social Insurance Agency is also closely coordinating with ministries, departments, and localities to connect, share, and enrich this database.
